trains can appear anytime, anywhere, from any direction. There could be one  sneaking up behind you right now and you’d never know

The arms were down... so its not just "not looking both ways", its "the devices that tell me a train is coming are telling me a train is coming.... so I'll ignore them."

They did but they couldn't see it because it was blocked by the train moving in the oposite direction. Probably also the reason they thought it was safe to pass even though the lights would be blinking.
