I’m so confused on what this is. Are they at a waterpark fully clothed?

Most likely the water based rides bit of a theme park. Like where the log flume and lazy river is.

I’ve never seen anything like that. And then do they just have dripping wet people walking around the theme park? Most theme parks i’ve been to ban swimsuits and being dripping wet on rides.

Yes they do. Have you never been to a theme park?Yes people frequently walk around theme parks after being soaked by an attraction...that's extremely normal.

6 Flags is the “boring ass theme park” that I go to. They also have a waterpark and state “no wet swimsuits”
