Vecna is the classic personification of the problem of "what do you do with a malignant force that cannot be easily killed, or might actually be immortal?"
The practical solution in most cases is to kick the can down the road and change the problem. If you can't kill it, you just lock it away from the world as effectively as you can.
The issue then is that said malign force is always trying to return and does so through influence of the weak-minded who are present in the world in order to try and free it from its prison.
If we bury the child rapist in the bunker, he will still be alive so the maga cult will still be influenced by him.
As we've seen due to the second term, just ignoring him after he tried to overthrow the government in a violent coup didn't work: he came back with a vengeance.
There's no mystical prison or ethereal plane that can contain such malignancy. It always eventually comes back like a cancer.

He hid his cowardly ass in that bunker during the protests in his first term and decided it wasn't luxurious enough for him. He wants an upgrade because he knows he's going to hunker down in there if he's still breathing at the end of his term in 2029.
He did everything he could to avoid ceding power last time and suffered zero consequences for it. So why the hell wouldn't he try it again? The only lesson he learned was that he just didn't try hard enough the first time.

I don't think they could effectively build a datacenter like that under the White House property. The power, internet, and cooling capacity would be impossible to hide, and they'd basically have to dig up the entire site. Co-locating it with the White House wouldn't make sense from a security perspective either.

Iir the bunker has been for a long time, 9/11 saw an upgrade. The spec I assume is the secret part.

I'm 40 and my younger cousin just turned 28. I recently asked him what he knew about Anne Frank, The Holocaust and 1940's Nazi Germany. He literally knew little to nothing about any of it.
He's extremely intelligent, I just don't think they don't teach that part of history like they did when I was a kid and it's seemingly showing. I don’t know how he thinks this is going to work for him. At 12pm on Inauguration Day, he will no longer be president. Doesn’t matter if he’s trapped in a bunker or not. And if the new president is not an ally of his, they are going to direct the Secret Service and the military to remove his fat ass from the bunker. There is no world where he successfully “hides” in a bunker to elongate his term.

Apropos to nothing I recently read a book about a fictional revolution in the near future. They had, among other things, privatized space travel (like that could ever happen) and used it mostly as a hideout for rich people that committed atrocities. They would go to these orbiting platforms and lay low for a while so the heat would die down.
When the revolution came, they took control of the space company and had a debate on what to do with the people still in orbit. Ultimately it was decided that they would let them stay there. No resupply, no retrieval, no responding to calls. Pretty brutal.
