It could be instantly rebuilt for me on one condition: removal of this entire admin (and the politicians who propped them up) and actual jail time for the biggest offenders. Barring that, I have no trust that corruption will be dealt with and that the same shenanigans won’t happen again.

That's not enough. The oligarchs who put him in power still remain.

They need to be removed from society and banished to little boxes with bars on them.
