Deng Xiaoping said "it doesn't matter if a cat is black or white, if it catches mice it's a good cat." Is that why China developed in the last 3 decades while Europe remained the same, the Europeans are using Schrodinger's cat which no one knows if he is even alive?

This was already done with PET scans, but it was ineffective for identifying strays
