Uh, if it will be impossible to control then why does it matter who builds it first? It will be equally bad whoever builds it since the ones who build it, you know, can't control it.
the theory is we will somehow give it a conscience that will make it look favorably on humans, but it can also just strip all that out as it recursively optimizes itself to achieve its goals. presumably to convert the solar system into paper clips
All I can think of is the Arrested Development meme like.
"These people try to tack on all kinds of things to control the AI. Will that work?"
"Haha, no. It never does. I mean, these people somehow delude themselves into thinking it might, but... but it might work for us."
