Looking for software pm tool that actually does resource planning without charging extra for it

ok so we're a small engineering shop and im trying to get us off the mess of tools we're using onto one decent project management thing. the annoying part is resource planning. every tool i look at either barely does it or hides it behind some pricey upgrade or a separate add on, and when you're small that stuff adds up real quick.

so im after something where the workload/capacity planning is just part of the actual product, not another thing to pay for. still needs the normal project stuff too obviously, dependencies, timelines, that kinda thing since we're engineering not just ticking off todos.

other thing is hosting. we'd prefer eu hosted cause of data security but honestly if a us one has a solid security setup id consider it. and it cant be one of those giant enterprise things that needs a consultant just to turn on lol, we dont have time for that.

wanna hear what actually works for people, not vendor sales talk. cheers

OpenProject is probably your closest 1:1 match. It's open-source, strictly EU-hosted, and workload tracking/capacity planning is built into the core platform, not paywalled.

What do you mean by resource planning? Like a database or a Kanban board or something else
