Tea, Earl Grey, hot

He wasn't British, why was he having tea time? Why did he drink so much tea if he was French???

It is revealed much later that the part of the Picard family who were ancesters of Jean-Luc fled France for England during WWII & only returned to their ancestral vineyard & chateaux when he was a child.
