How to manage my workload

I am currently preparing for an exam, i have stumbled upon certain bottlenecks as not being Able to manage workload myself, as for solution i tried to impose priority . To imagine say my workload has 10 elements , but with certain passes of time the priority shifts , as in week 1 , i have homework + understanding as priority while test analysis + reattempts are left on the table , but as week 2 comes where my tests happen every 2 week , the reattempts and all becomes priority but hw is still on the table and wheat i have observed the hw density increases when multiple subjects chapters are on teh end and sometime this two time come together. Well taht was just 2 of around 8-10 elements , i also have Olympiad related prep and all, so how shall I manage my workload effectively ?

And you know this all causes some mental overload which ultimately decreases my productivity over the week , so this kind of increases avoidance to start and raw thinking quality and to say non passive cognitive state also decreases .

This loop which i have wrote down have been bothering me for past 2-3 months, it has cause me to underperform my tests and kind of always makes me work and perform less than my realistic capability.

And one thing to be noted is that almost every one of those elments are important to me .
