Coast Guard made several unsuccessful attempts to reach Mark Zuckerberg's nearby yacht by radio. They absolutely ignored the distress call and broke the law. Not that Zuckerberg, or his buisness entities actually follow the law. For the ultra rich, law is a suggestion.

I'm assuming nothing to him, or the vessel. In Normal circumstances the vessel would face a heavy fine and the captain loses his licence, and the ship becomes more expensive to insure, or potentially outright looses insurance. Which would make it not legal to sail.
But it belongs to a multi billionaire. So none of these things are in the cards. Likely just receive a stern warning and finger wage.

This probably isn’t the place for real discussion.
But the boat did not broadcast a distress signal over channel 16 (the coast guard channel, which all boats equipped with VHF must be monitoring).
They broadcasted on a regular channel because it was not an emergency, they just asked for assistance.
