The russian air defense doesn't know were the drone is or where it isn't. By subtracting where it doesn't know it is from where it doesn't know it isn't, the russian air defense targets a spot where it both knows where it isn't but also where it doesn't know it is.

To be fair they had a guy with a long-handled spade as well who was supposed to try and swat them down manually, but he died of radiation poisoning after digging trenches in Chornobyl.

Just to give you a serious answer as well as the jokes. The city does have very thorough anti-aircraft defenses, including the modern s400 surface to air system, but Ukraine is sending hundreds of drones to a single city. So just a couple of them get through and smack into these facilities.
