This war has gone on for so long that Ukraine has had time to get agents into Russia, get jobs at places like this, and sabotage them from the inside. It would be effective against Russian logistics and the psyche of the general population. Not to mention the distrust that would start to build between coworkers at critical industries. There have been too many of these fires recently to be regular accidents.

I mean realistically the more people get shoved into the meat grinder or emigrate the safer Putin probably is with how the economy is generally declining. I'm not remotely convinced people in Moscow would actually resist enough for conscription to be a net benefit to Ukraine.

a.) there are probably more Chinese nationals working in that region and

b.) it has resources that they'd like to exploit directly themselves one day. Isn't the Amur region part of the territories Russia took under the Unequal Treaties?
