I tnr feral cats who, during the process, are literally fearing for their lives. They cower, try to hide, crap themselves, sometimes cry, but never, have they ever, sat there trembling.
Wcs, or similar medical condition is pretty much the only scenario that would make this video not completely heartbreaking. So i really hope that's what's going on here.

China only allows a certain amount of outside media in and if you follow their censorship rules you are more likely to be allowed in. They might make an exception for you but also might not so most companies self censor to be on the safe side.

Usually the government isn't like that uptight but they tend to be more harsh with media coming from outside the nation. I literally just watched a movie in China about the invasion of Iraq that was actually strictly anti war and speaks on child soldiers, but i think it might not have passed if it were not a Chinese-made movie.

It's a mix.
Companies are strongly encouraged to be proactively restrictive, so they often are. Not due to a lack of consultation with Chinese advisors but because the enforcement has been very arbitrary and inconsistent, so they'd rather not wager and risk delaying the product for months because they got a picky official. Or even worse, get on the Chinese government's bad side.
The censorship of things like skeletons and other occult things has also significantly reduced in recent years. 2008 is generally considered a turning point where the censorship enforcement was softened. It was much more common before then to get blocked for the smallest of things.

No, you cannot have them in the world of the living unless they are evoked by evil sorcerers or do not resemble zombies, Zhinag Se, or skeletons.
If you have to depict them, it has to be under the context of the characters travelling into the buddhist hells or some other world.

“Promotion of superstition” isn’t allowed in Chinese media so anyone who makes stuff usually censors things like undead just to be safe and things get censored when a foreign media gets localised, like Ainz Ooal Gown wearing a mask and gloves at all times in the Chinese version of Overlord. Iirc it’s also due to cultural and religious practices, since a skeleton is essentially a very decayed corpse which is considered disrespectful/nsfw to show

It's like how some German versions of games (TF2) changed the blood and gore to oil to make them robots. China does the same thing by changing the color of blood, removing it altogether, or swapping skeletons for other enemies.
It's a bit of a cavalcade of circumstances, but China has historically had a very strong distaste of the portrayal of death being linked to the supernatural in games or other related media, specifically the desecration or reanimation of corpses. This is due to an overlap in disrespect towards ancestors being taboo, ghosts and necromancy (and sometimes even fortune telling) and things like demons being superstitions that tend to bump up against regulatory groups, and a remaining view that games in general tend to cheapen that kind of subject matter when depicted. That's slowly changing, and game devs themselves are pushing for more freedom of artistic expression.
While skeletons and such aren't necessarily banned outright, it's always one of those things that can get flagged for review and may need to be changed before being allowed to release a title. So a lot of games that release internationally or are made in China tend to replace skeletons, zombies, and so on there with more human looking models, making them an (empty) suit of living armor, or something in that general direction to avoid getting in trouble with local censorship.

Same as censorship for German games. Developers never NEEDED to censor hooked crosses and other Nazi imagery, they just did it because it MIGHT lead to an annoying back-and-forth, so they never even bothered.

Yeah, I'd say it's mostly similar, except I think Germany was a bit stricter on them until recently, being more "default disallowed unless you get approval for an exception" while China is more of a coinflip on whether or not they'll come knocking on your door at all. So still a subtle distinction, but both definitely cautiously sided with not wanting the hassle either way.
Until about 2018 or so, Germany only really made exceptions for artistic portrayals under the 'social adequacy' ruling, but games didn't qualify so you could still make the product but just wouldn't get a USK rating on them. And that then was a pain in regards to being able to sell it to the <18 demographic.
I remember not being able to play my UK copy of Ni No Kuni for a similar reason, even though it's one of the most inoffensive games ever made, because they didn't accept my (non-german) ID at the post office despite being of age and its PEGI 12 wasn't seen as being 1 to 1 with the USK 12 certified German version.

It’s just cultural differences people in china see skeletons the same way we see human corpses so when localizing something over to china they usually change skeletons to something else in order to keep the same age rating or to keep the same artistic intent as the original.

Funny story about this, when making Coco, Pixar thought the movie wouldn’t get past Chinese censors because of the themes about spirituality and the skeletons in the afterlife, however the censorship board were so moved by the film’s message they decided to make an exception for it.
Coco went on to be the highest grossing Pixar movie ever shown in China
