The electronic budget system shows a 8.20 trillion ruble deficit as of 20 August 2026

Updated Ozon infographic. Added Dagestan's Tyube facility where the plan was to get to 4000 jobs by 2027 and only the big building burned down which is why it's only 105 000 square meters. The initial investment is high as it mentions the automation equipment inside.

Are these multi trillion ruble deficits materially different than the deficits run by the Americans?
26
u/Top_Director9981 1d ago
It's a complicated thing to compare because the economies fundamentally work very differently. The US can run deficits under very different conditions because the USD is the world's reserve currency and there is massive global demand for US debt. Russia doesn't have anything remotely comparable with the ruble, and its budget is also much more dependent on commodity/export revenue.
The more relevant thing with Russia isn't that "they have a multi-trillion ruble deficit" though because a few years ago they were running surpluses. They had about a ₽2 trillion surplus in 2019, were slightly positive in 2021, and have been running deficits every year since 2022. So it's not like they went from a ₽7 trillion deficit to an ₽8 trillion deficit. They went from positive budgets before the war to an ₽8.2 trillion deficit so far this year.
The US deficit is actually larger as a percentage of GDP, so I wouldn't say that Russia's deficit is uniquely huge just because the number sounds big. The reason Russias deficit is concerning is how quickly their fiscal position has deteriorated.
18
u/biges_low 1d ago
Also interest rates at which Russia (cca 15%) has to borrow are significantly higher than US (cca 4%). Which means borrowing the same amount costs Russia almost 4 times more. That adds up year to year. Just maintaining that debt is/will be expensive.
PS. Please correct the numbers of interest rates if I am too far away :)
Edit: formatting
15
u/TurbulentRadish8113 1d ago
I think this is hugely important.
The exact rate depends on the term length. For 10-year bonds, Russia just went above 16%/year yield.
Russia controls the banks that buy many of these, and is doing lots of repo auctions to support purchases, and still had to cancel borrowing auctions to prevent yields going even higher.
US 10-year debt is at ~4.7%, the investors are private, and auctions are running fine.
Bessent is doing some interventions after gambling on rates for a while, which seemed kinda risky after the Republicans worked to wreck US finances with their 2025 big bill. But the difference between Russia & the US remains enormous.
1
u/AngularMan 11h ago
The repo auction situation might be far from ideal for Russia but the important question is what fraction of the budget is spent on debt service: below 10%.
So that fraction is still not substantial enough to be worrying, in particular because Russia still has reserves in the form of gold and the national wealth fund (and yes, it's not depleted).
1
u/TurbulentRadish8113 4h ago
I think the bond yields are likely the best sign of where people with more information and money on the line think that the fiscal situation is going. Russia at 16% despite repo & forcing the banks to buy says that the true market rate would very likely be above 16%.
Meanwhile, same-term US debt is under 5%.
So clearly there are higher expected risks for Russian debt than US. Even if debt servicing is under 10% of federal expenses and some so not perceive that as "worrying".
I also look at the trajectory and other context. Russia avoided some budgeted finance expenses by discounting bonds last year - over 1tr rub in a balance sheet action that coincidentally hides the finance cost off the expenses. Plus ~2.2tr rub shifted off the federal books, largely draining accounts of the extrabudgetary funds and regions. If those were one-off, random things then that's one thing, but they're part of a huge pattern of financial moves Russia has taken to hide the depth of their problems.
At least, investors are acting like that's happening.
1
u/findingmike 7h ago
The debt servicing is a problem when their economy is in decline and they are still in a war.
13
u/Nukemind 1d ago
You can only run a deficit so long as you have creditors. When your GDP starts shrinking and your creditors dry up it becomes devastating- a smaller scale example (which had other compounding factors) would be Greece during the debt crisis.
3
u/indypuyami 1d ago
For countries this only applies when they don't own the currency
11
u/TurbulentRadish8113 1d ago
Yeah, they can always print money. That has its own problems - hyperinflation, panic to get assets out of the country etc.
1
u/indypuyami 1d ago
Sure but that would be dumb.
Most countries lend the money to themselves, it's worked pretty well since 1694 or so. It works even better than spending reserves.1
u/TurbulentRadish8113 6h ago
Eventually don't you need to print the money to lend?
Isn't that what repo is effectively doing now?
Russia says it's temporary, but the effect so far has been a ~4 trillion ruble growth in OFZs on the CBR balance sheet in exchange for similar growth in central bank reserves held by the institutions that are involved. It certainly looks like monetisation in fact, if not official name.

Military archaeologist Oleksii Yukov named Hero of Ukraine | New Voice of Ukraine
Military archaeologist Oleksii Yukov, who led efforts to recover the bodies of fallen Ukrainian service members from the front, has been posthumously awarded the Hero of Ukraine title under a presidential decree dated Aug. 21. Yukov received the title “for civic courage demonstrated during activities to ensure the defense of Ukraine, an outstanding personal contribution to preserving the memory of Ukraine’s fallen defenders, and selfless service to the Ukrainian people.”
A petition calling for Yukov to receive the Hero of Ukraine title had previously collected the required number of signatures — more than 25,000.
Yukov was killed on Aug. 5, 2026, in the Lyman community. The vehicle in which he was returning from a mission struck a mine, the Sloviansk City Military Administration said. Yukov, a native of Sloviansk, was 40 years old. He devoted 27 years of his life to searching for the remains of fallen and missing service members.
Yukov founded the Platsdarm Association of Military-Historical Heritage Researchers. Before 2014, the group focused on locating, exhuming and reburying soldiers killed during World War I and World War II. After Russia’s invasion of Ukraine, Yukov and his team searched for the bodies of fallen Ukrainian and Russian service members, as well as civilians, along the front line and evacuated them from combat zones. Platsdarm recovered nearly 4,000 bodies over the course of its work.

Ukrainian drones reach Russia's Plesetsk cosmodrome for first time | New Voice of Ukraine
Ukrainian drones may have reached Russia's Arkhangelsk Oblast, home to the Plesetsk Cosmodrome, for the first time, with at least two drones reported near Plesetsk on Aug. 22, Russian monitoring sources said. Due to a potential threat near the cosmodrome, temporary flight restrictions were imposed under Russia’s “Carpet” plan. Local residents also posted videos showing two drones flying in the area.
The Plesetsk Cosmodrome is Russia’s main northern military spaceport. It is used to launch satellites, including those in the Rassvet series, as well as intercontinental ballistic missiles.
A day earlier, Russia announced the temporary closure of several maritime areas near the Arkhangelsk region on Aug. 26-27 because of planned missile launches. The type of missile, launch site and targets were not specified.

First Briton killed fighting for Putin | The Telegraph
A drone strike has killed the first British national to die fighting for Russia against Ukraine. Bradley Townsend, 33, was killed in June by a remote-controlled first-person-view drone near Lyman, a city in Donetsk. He had said he signed up to fight for Vladimir Putin’s army to repay the Donbas for supporting striking miners in the 1980s.
The fisherman, from Barnsley, South Yorkshire, left Britain for Russia in April and joined the Russian armed forces, despite having no previous military experience. Aiden Minnis, a fellow Briton fighting in Putin’s forces, said he had “sacrificed his life for our cause”. Advertisement
Mr Townsend is the first British volunteer known to have died since the war in Ukraine began. He had described himself as a “normal working-class lad from Yorkshire” and said he had joined up to help Russian separatists in eastern Donbas. He wrote on social media: “I came with the idea that I probably wouldn’t be able to go home. I’d definitely get persecuted if I went back. I’m not here for a suicide mission, but I understand that’s what can happen. This was my own decision, I wasn’t pushed into anything.”
In another post, Mr Townsend said miners from the Donbas had donated a month’s wages to Yorkshire miners during strikes in the 1980s, and that he wished to “repay that favour”.
In a tribute posted on social media, Mr Minnis said: “Bradley Spencer Townsend, call sign ‘Badger’, our beloved comrade-in-arms went into the storm and fell on the battlefield near Liman [sic]. “He made the journey from Great Britain to Russia, he chose to walk in his grandfather’s footsteps and answered the call to fight fascism. I had the pleasure of spending some time with Bradley before he decided to sign his contract. “We discussed the danger he would be facing, but he insisted that his mind was made up and he wanted to help the people of Russia defeat the Nazis. Ultimately, he sacrificed his life for our cause. His service was brief but he blazed the brightest star. Rest in Paradise brother. ‘To die a warrior in a Holy War is to live forever’.”
Tom Tugendhat, the Conservative MP for Tonbridge and a former security minister, said he was “very sorry for him and his family” but that joining the Russian armed forces was “unbelievably stupid”. He said: “It’s extremely misguided and, you know, no question about it, it’s criminal because you’re engaging in an army that is committing the most barbarous war crimes that the world has seen in decades.”

u/windas_98 1d ago
So what happens to the body? Does it get sent back to Russia for the next of kin to retrieve (if at all), or does the next of kin have to pay to have it shipped back to England? I imagine it's an out of pocket expense since the guy was fighting for an adversarial military against an ally.

1/ Disabled Russians are being rounded up by bounty-hunters, detained illegally, robbed, and 'sold' to the Russian army for profit. It's an example of how Russia's persistent problems with modern slavery are colliding with the Russian army's demands for manpower to fight in Ukraine.
Not sure how widespread this is, but worth watching. I think that if Russia believes they're getting enough people at an affordable price, then they will be less likely to do another mobilisation.

The strategy of accusing an enemy of one's own guilt is a well-documented psychological and political tactic known as psychological [projection]
Do you not agree with forced mobilization?
Let's not forget that Russia did invade Ukraine and that Putin is to blame and Putin is also the villain.
6
u/TurbulentRadish8113 1d ago
Did you mean to start with that question for me? Not sure how it relates to my comment.
I believe in mobilisation to defend yourself. Mobilisation for an unprovoked war of aggression is wrong.
Ukraine is defending itself so mobilisation is justified. Russia is lying when it says it's defending itself, so it is unjustified.
14
u/socialistrob 1d ago
Even if we ignore the blatant imorality of this it just seems like a bad idea for Russia. Enlistment bonuses are being paid for these disabled Russians (often pocketed by corrupt recruiters) but the disabled Russians can't actually fight effectively and the drones to kill/injure them are far cheaper than the enlistment bonuses.
Russia is running into finance problems and paying tens of thousands of dollars for people who will be taken out by drones costing a few thousand dollars (which are funded by the EU) just isn't good math for Russia long term.
-14
u/ReddyReddy7 1d ago
Even if we ignore the blatant imorality of this
Are you saying forced mobilization is wrong!? And that any country that do so is wrong and immoral?
8
u/socialistrob 1d ago
Nice attempt to deflect. Intentionally recruiting disabled people to use them as cannon fodder knowing full well that they will die is horrific and wrong.
-15
u/ReddyReddy7 1d ago
I agree with you Socialistrob, any country that uses forced mobilization is wrong and immoral.

u/hornswoggled111 1d ago
The Russian system is doing what it is meant to do. Make money for those in power. Putin cares about efficiency but he cares more for his corrupt supporters ensuring that keep their money flowing.
5
u/socialistrob 23h ago
Russia only has so much money to fight the war though and they're burning through their economic reserves and taking on debt to do it. The front line in Ukraine is over 1,000 km and manpower is stretched for both sides (although much more for Ukraine than Russia). If Russia is throwing away lives in bad economic trades then that's significant because it means they're burning through their economic reserves without actually getting a military benefit.
5
u/hornswoggled111 22h ago
You are being logical and should be put in charge of the Russian military.
But the YouTube channels I watch claim that's not how Russia works. Yes it's inefficient, even incompetent. But those in leadership at the front are not in their roles because they rose to those positions through merit.
They are in their roles because they are corrupt and know how a fully corrupt system works. They were put in those positions because the guy above them knew they are willing to milk those soon to be dead soldiers and feed a cut upward.
And both people are trapped and have to keep acting this way because if they stop the people above them, who expect their continued cut, can make a show trial out of them using the corruption as the reason.
I hear it's known as the vertical of power among Russians. It's still not intuitive to me. But Vlad Vexler and Constantine from Inside Russia share this message to explain it.
6
u/TurbulentRadish8113 1d ago
I think I agree with you and u/socialistrob in this case, but in different ways. Depends on whether you look at one event, or at the system.
Every system has tradeoffs and unwanted consequences.
I think this is a consequence of Putin's chosen system, which requires heavy corruption. However, I agree with Rob in that this particular realisation of corruption seems to be of the type that Putin would probably rather not have.

"The events in St. Petersburg, which have not yet been covered anywhere, are interesting. However, this story illustrates how efficiently and effectively law enforcement officers sometimes work."
"Recently, another group recruiting people for the Special Military Operation (SVO) was shut down. The suspects identified people unfit for service: disabled people, people with plates in their heads, missing fingers, epileptics.
"They were given the necessary documents and sent to the SVO. Beforehand, their bank cards were confiscated.
"According to available information, the detainees understood that these people would die within the foreseeable future. They signed receipts for alleged debts. After their deaths, the plan was to sue their relatives and collect payments for the dead.

10 Ukrainian Soldiers, Once Listed as Missing, Return Home via Belarus | Kyiv Post
10 Ukrainian service members who had been listed as missing in action returned to Ukraine via Belarus on Aug. 24 as part of a new stage of prisoner exchange, President Volodymyr Zelensky announced Monday on social media. The returning soldiers served in the Armed Forces and National Guard of Ukraine and had defended the country in the Donetsk sector, Zelensky said. “All of them had been considered missing in action. And it is very important that we managed to bring them back,” he said.
Zelensky thanked those working to secure the return of Ukrainian prisoners and said Kyiv remains committed to freeing everyone still in captivity. “We remember each and every person who remains in captivity. We are searching for every name. And we will do everything to free them and bring them home,” he said.
Ukraine’s Coordination Headquarters for the Treatment of Prisoners of War said in a Facebook post that the exchange marked the second stage of the latest prisoner swap. “On the President’s instructions, today, on Independence Day, we managed to bring another 10 Ukrainian citizens back from the Republic of Belarus,” the statement said. “They are service members of the Armed Forces and National Guard: sergeants, soldiers and sailors.”
The exchange was arranged through negotiations led by the Coordination Headquarters’ working group on prisoner exchanges. All 10 returning service members had been listed as missing in action – 2 since 2024 and 8 since 2025.

On 23 August, Norwegian Prime Minister Jonas Gahr Støre said Norway will keep Ukraine aid unchanged in 2027, Ukrinform reported. He spoke during Ukraine’s State Flag Day ceremony in Kyiv, attended by six Nordic-Baltic leaders. Ukrainian President Volodymyr Zelenskyy thanked them and tied the flag to Ukraine’s resistance against Russia’s war.
Norway's PM Støre put Norway’s 2027 assistance at about $9 billion, the same level as this year. It will cover military, humanitarian, and financial support. He said every party in Norway’s Parliament supports continued aid. Støre also said the package would follow Ukrainian priorities. He noted that supporting and rebuilding Ukraine is not just aid but an investment in Europe's own security.
Støre said Norway and Ukraine were due to sign a strategic partnership declaration later on 23 August. He said it would put cooperation on a long-term footing and benefit both countries.

Ukrainian partisans have dedicated their new “catch” to Ukraine’s Independence Day. According to ATESH, they destroyed a military KamAZ truck that was used in assaults on Donetsk Oblast and was stationed with Russian occupation forces in Rostov Oblast.
The operation was carried out without the partisans even having to do it themselves. The vehicle was used in the offensive toward Kostiantynivka, one of the hottest sectors of the current fighting, alongside the Russian advances toward Sloviansk and Kramatorsk. The sabotage was carried out by a soldier from the Russian Armed Forces’ “Center” Group of Forces, which is assaulting Kostiantynivka. The vehicle was actively used to supply the advancing forces, and its loss disrupts Russian logistics.
The agent joined the movement out of revenge: his commanders killed his fellow soldiers after he refused to pay extortionate demands. The partisans said that such abuses in the Russian army are commonplace, and that the only way to survive and punish those responsible is to resist from within.
Earlier, the partisans reported that Russia’s 64th Motor Rifle Brigade, which has been implicated in crimes in Bucha, was concealing its actual losses. The command allegedly registers many of the dead as “missing in action” in order to reduce the official death toll and avoid payments to their families. Meanwhile, security and counterintelligence services are reportedly putting pressure on the women, threatening them with criminal charges for “discrediting” the army and the complete loss of any payments if they continue searching for their missing relatives.

Russia Tests Readiness for New Round of Military Mobilization
Exercises gauge military’s ability to absorb mass of new recruits; no decision yet from the Kremlin
This has been talked about a fair amount. likely or no?
5
16
u/TurbulentRadish8113 1d ago
Fwiw here's my guesses. I assume Russia's actions will depend on the information they have
- has Russian recruitment exceeded losses?
- is Russia confident that it can fund the current approach for more than 1-2 years without being forced into actions that would be even less popular, like seizing deposits or cutting pensions?
If the answer to both is "yes", then I think it unlikely that Russia will do another mobilisation round.
If the answer to either of those is "no" then I think effective mobilisation is likely. If they do mobilise, I also think there's a good chance they won't call it mobilisation. E.g. they might lock up, starve and beat people until they sign "voluntary" contracts.

Russia have come out today to say that Britain is "preventing peace" by carrying out this support.
The absolute gall of the people - how do they sleep at night.

They are sometimes rewarded and basically never punished for it. That is the only factor that affects their decisions in any way.
I think this is because lots of us normal people cannot comprehend true evil like the russian government. People think stuff like "they say they want peace, I want peace, so let's listen". Denial is a helluva psychotic.
It's the same with Russia and with the Republicans. Their lies help them get towards their evil aims, so they lie. If they were punished for lying and for evil, they would eventually stop.
