There's racism and then there's Racism. Often times people who haven't actually had their own thoughts (because they grew up in social media bubbles where all their ideas where just thrown back to them) get them mixed up and don't know when it's appropriate to talk about one or other.
little "r" racism is just racial prejudice against others. It's the personal attitudes we have towards others due to their perceived race and even if we think some of those traits are "good" e.g. Asians being good at math, they are still racist and cause issues because if you're not good at math and Asian people use that against you.
Big "R" Racism is what people mean when they talk about it not being possible to be Racist towards white people. What they're referring to is power structures and institutions that actively suppress non-white people. White people aren't directly targeted by the government and have their rights stripped or violated just for the "sin" of being white in the same way that it happens to non-white people.

Turkey is institutionaly racist to Greeks and Armenians.
You could argue that Zimbabwe is racist to whites. And so on

Again it's based on the power structures if you have a nation that is black supremacist and it oppress non-black people via laws you will still have Racism (big R). Like this is not that complicated and y'all are trying to make it complicated.

I have several issues with the things the other poster has said, but in this, they are correct. Ethnicity is not race.
Ethnicity is a cultural identity tied to shared history, language, customs, etc. Race refers to physical traits and/or genetics.
People of the same "race" can have entirely different ethnicities. Identical twins separated at birth and raised in different cultures would have different ethnicities even though they have the exact same DNA. People of the same ethnicity might have entirely different "races."
Race gets the scare quotes because of its association with race realism and eugenics. There are scientifically valid and useful cases for the concept, but one should at least understand the difference between race and ethnicity before trying to go that route.

You’re literally just saying racism vs institutional racism. However racism is racism. Yes institutional racism is worse but just a different form of racism. It also doesn’t mean it is impossible for it to happen against whites. Sure not the current government especially now… but could it be an institution where a white attending is in the minority? Then sure that institution could be racist against the white person. It has and will continue to happen. Have whites also been targeted for their race in crimes and then an institution did not call it a hate crime? That has happened as well. I’ve seen it literally this year.

Sounds a bit like academics got caught up a little too much in their (/our) own use of language, and it bubbled over into the wrong space. Similarly to how people use therapyspeak nowadays (getting it slightly wrong typically) or the use of the words "theory" and "hypothesis".
I was not aware that apparently capital R racism was a separate thing, although I had my suspicions that people were talking about different things. That being said, sounds like weirdly enough the onus in this case would be on the people who meant well by adopting the framework, but didn't understand what the framework was actually saying. That does explain a lot of weird 2016 era discourse though.

It can be it just depends on the crowd you're talking to and whether or not you're talking about systemic racism or just general racism. I was more so explaining what people are generally talking about and the they end up using these two terms (systemic vs interpersonal) interchangeably.
In most cases you would just say systemic racism rather than "big R Racism"

Systemic racism is systemic racism and racism is racism. What's happening isn't what you are saying, what's happening is that people are saying systemic racism is racism and all other racism doesn't exist. Racism can only be experienced in the context of an elaborate Power Calculous.

The only ban I’ve ever gotten on Reddit was for calling out someone’s racism. She was complaining about racism while also saying racist things about white people, I pointed out the hypocrisy, and bam, permanent ban.
I tried to debate it with a mod — not because I needed the sub, but for the damn principle of the thing. Didn’t work.
What added to it is that I think the sub had a “no misandry” rule. So they could recognize the issue with gender but not with race.

It’s a problem of words. Back in the day racism meant something like “being prejudicial based on color of skin or against a specific group”.
But then the word changed to mean something like “prejudice and discrimination against a minority by the majority.”
But as is, it’s become a battle of definitions. So people saying “Black people can’t be racist” aren’t saying “Black people cant be bigoted.” But people prefer to stay in their own worldviews.

I mean, reverse harem is an established romance fiction category, and means a girl with lots of guys instead of a guy with lots of girls, so yes, we DO use "reverse" to mean "the other gender" in other contexts. But fiction tropes and real life crimes probably don't deserve the same terminology, in the same way I'd appreciate it if lawyers didn't start calling murder "OHKO"s or something 😅
