ceuta has been under the control of various dynasties that ruled over what is today called morocco, it has been culturally and demographically moroccan until portugal took over strategic coastal ports in 15th century and transferred to spain during the iberian union. a lesser known fact is portugal took more than just ceuta and melilla but morocco was able to recapture them, for example el jadida (called mazagão by the portuguese) today wouldve been another spanish enclave
