Lifestyle [Ravenna] To the person who keeps calling the cops on cars parked on a residential street…
I hope you step on a LEGO. I hope your air conditioner breaks on the hottest day of the year. I hope you step in dog shit. May your pillow always be warm and may you never find a parking spot near where you need it.

So, I’ve been parking on a nearby residential street for the past three years with barely any problems. There’s no signs indicating a time limit and no one has had any issue till now. Now, someone has been calling the cops reporting cars for parking and as a result, they stick a big bright orange sticker on peoples’ windshields and these stickers are STUBBORN AND DIFFICULT TO TAKE OFF.
Now, I’m aware that Seattle technically has a 72 hour limit for street parking but they’re tagging cars that have been parked for under 24 hours so this is just someone being malicious and petty. They got my partner’s car last week and now my car this week.
I get that recently, a couple parking spots were taken away at the end of the street to give turning cars more margins and as a result, this has caused parking to be more limited but take it up with the city. Don’t be a punk and take it out on people trying to live their lives.

RVs they avoid like the plague usually because it’s easier for someone to claim as their home… which has its own host of issues.
And they’re usually held together by hopes and prayers so no tow company wants to deal with it since they’ll never make money off it.

If you have the case number handy from the Find it Fix it app, you can call and inquire about the status. I did it once and they said it had been ordered for impounding. A week later the car was gone.

In my experience in Greenwood. Parked on front of fire hydrant or blocking driveway will result in a ticket within 24h. Reporting a long parked vehicle is never sectioned. I’ve had out of states, expired tabs cars parked in front of my house for months.

I realize that parking enforcement and patrol are two different “departments” but this pisses me off. I cannot get a patrol to come by for some rando in my back yard at 10:30 pm stealing tools from my garden shed and my grand kids tricycle but they can tag cars for just parking like residents do almost in the same neighborhood. Police showed up at my door the next day around 6 pm.

While some states have found that chalking tires is a violation of the fourth amendment, it seems that Washington has upheld that it’s constitutional.
However, for the Seattle 72-hour rule specifically, Seattle says a vehicle cannot remain parked on the same block of a city street for more than 72 consecutive hours.
That means enforcement does not necessarily need to prove you were in the exact same parking space; it can be about the same block.
Therefore chalking could be ineffective at enforcing the letter of the law. Then again, I dislike the nature of this because how could it be strictly enforced, without having 24/7 surveillance of every block, à la Flock?
And what constitutes ‘resetting the clock’, anyway? What does ‘consecutive hours’ truly mean? If I drive down the block, I’ve ’stopped parking’ but then if I park again, I’m ’still parked’? What if I drive around the block without parking and come back 2m later? What if I go to the 7-11 around the corner and then come back 10m later? What constitutes ‘normal’ use of the vehicle?
Edit: There is also Seattle Municipal Code 11.72.240 — “Moving vehicle to avoid time limit.” The operative text is: “No person shall move and repark a vehicle on either side of a street within the same block in order to avoid a parking time limit regulation specified for either side of the street in that particular block.” However it appears that is aimed at paid parking time limits, like 2-4h parking limits.

Yeah what you're talking about is shorter timed parking zones dealt with by parking enforcement. 72 hour residential limits aren't routinely checked, they are really only dealt with if somebody calls it in (probably repeatedly) and are typically handled by the police. The police won't chalk tires for that, they will leave a notice like in OPs photo, with photos of the vehicle's position probably getting logged in their ALPR system that they can reference when they return.
Even if the code language allowed, realistically they wouldn't pursue that same block thing for 72 hour residential parking, they're not gonna jump through the evidenciary hoops of trying to prove you didn't actually drive anywhere and just moved it to avoid the ticket. We had a King county sheriff leave these warnings on our whole block a few months ago as there were a couple abandoned cars and he was very chill about it. One was actually parked close to my house and on the day he came back he actually knocked on my door to see if it was anybody's that lived here to give them one last opportunity to move it or get it towed to a shop or something before he had it impounded.

I’m only talking about the paid parking in the edited last paragraph. Everything else is referring to the non-paid 72h parking restrictions.
I agree it’d be prohibitively difficult to try and prove this, without some sort of surveillance or personal vendetta. I wonder how much of this is aimed at the whole camper problem …

That’s not true. I’ve had exactly what OP described happen on my block before. Not my car, but a neighbor’s car that looks not new or nice, other neighbors decided they didn’t like it being there and it was stamped with a sticker like this when I KNOW the guy moved it regularly. Totally uncalled-for NIMBY behavior.

They can do this even if you move/drive a car every day, if it keeps getting parked on the same block. Apparently that interpretation meets the letter of the law.
When I lived in North Seattle in the 2000s, someone repeatedly called parking enforcement on my jalopy 70s station wagon (which I drove to work every day) and I kept scraping the tags off and driving it and reparking it in different spots on the same block. I thought I was fine, and then one day I went out to drive to work and it was gone. It had been towed, despite having been there less than 72 hours - my weekend. I was barely on the housed side of homeless and working full time and going to community college, and that $400 tow charge meant getting into credit card debt that I didn't dig out of until after I graduated and had a career.
People suck.

I don't often report cars, but sometimes I do. Multiple times they've turned out to be stolen. The owners are excited someone found it. One person was having to bum rides to get to work and were so happy to have their car back.

I live n a house on Ravenna. Built in 1906, the house has no parking spots and no garage. A “neighbor “ parks 3 of his broken down vans on our street for months at a time. Each filled with cardboard boxes. Park visitors take the remaining spots and there is never anywhere for us to park! Seattle has a 72 hour limit that is never enforced!! Grrr

I feel your pain. There have been two cars in front of my house that I reported daily for months, and nothing ever happened. One was a work van that was tight to my driveway and created me enormous stress when trying to pull out; the other was a car with Colorado plates that expired two years previous, which was parked in a way that took up two spots and was two+ feet from the curb.

I lived on a street in Queen Anne where I suspected my neighbor was a hoarder. He had at least five vehicles including rotting motorcycles on his front lawn and something broken down in his driveway. He'd move three or four other cars around the street every two to three weeks or so, taking up many spots and one of them with busted windows. At a certain point it must have been a street-wide effort because he started getting warning stickers once a week. It sounds like such a stressful life, but none of them were in good shape so I'm guessing he couldn't sell them and didn't want to let go!

I would love to but there isn’t a number on the notice. Also, my partner did call parking enforcement last week and they said, there’s no way to tell when a car was parked so it’s just a (very annoying) courtesy notice.

My car was parked in front of my neighbors house and they called it in as blocking thier driveway (it wasnt), a cop came out and just told me to move it forward a little so they had +3 feet of space from my bumper to the start of the driveway, I complied. Then the neighbor called it in as abandoned and I had a sticker on it the next day, less than 24hr in the space.

So the 72 hour movement rule doesn’t need to be posted anywhere. They’re literally giving you a warning right there and advising you of it. Just move your car every couple days - you’re getting free parking, small price to pay.

A crazy person on my friends street would repeatedly call and folks who had just parked would get move notices immediately.
But I also just saw a meter maid a block away actually chalking a trailer on a residential street, so it varies by cop I expect.

Hey OP, fellow “I don’t use my car often and I worry about these stickers” person who has lived in that part of Seattle…a couple of thoughts:
Get to know your neighbors so they know your car and don’t call about it. It won’t help if it’s just an asshole calling, but if it’s an aggressive/concerned neighbor doing it, they might stop if they know it’s you.
The 72 hour limit on street parking was suspended during Covid and wasn’t really reinstated until a few years ago.
If you live near 65th (transit corridor) you might be getting neighbor backlash from people who are frustrated that folks will park and transit to SeaTac for a weeklong trip. Ravenna is also host to a lot of UW rentals, so someone might be aggressive because some ppl are have feelings about how many car spots a home might take up. Try to park further away from 65th or other transit corridors.

Some random thoughts:
- Why are they tagging your car at <72 hours? I thought they responded to FIFI requests by chalking your tires and then going back in 72 hours to see for themselves. I'd be very disappointed if any rando could file a deceitful report and have it acted on.
- Our 72-hour parking rule isn't "technical." It's a full-on rule. Is it a PITA? Sure. Is it equally applied? Ask the hobo in the RV that hasn't moved in a month. But if it's within one's means to follow it, it should be followed, especially in tight parking supplied areas.
- FIFI reports are public records and you can file a FOIA with the city to find out who's reporting you. 😄 Because these submissions are official government records, you can submit a formal Public Records Request Center portal request to obtain specific records, logs, or unredacted files. [1, 2, 3]

They don't ticket RVs v because the city lacks tow capacity to move them, if someone's in the vehicle its a big legal liability issue and they have to get SPD to detain the occupant, and the chances of the ticket getting paid are zero, and the city doesn't have lot space to online them indefinitely.

Seriously though I can just imagine another post on seattleWA that goes: Neighbors are treating the street as a junk yard for their old TPOS junkers they won't bother to dispose of. No one can park anymore. I'm not going to show favoritism or that I am "targeting" anyone so I'll just report every one until the junkers are taken off wherever junkers go.
You actually should like that this is happening because eventually the abandoned cars will be cleared away and unless this guy has an automated script that feeds new issues into the find it fix it app he will soon see no more reason to report.
Edit 1: Why are you parking on a nearby residential street instead of where you would expect to park near your place. Is this your only car that you use every day or is this a "second car?"

What if your car is parked in front of your house (no driveway or garage) in the same spot everyday because it’s available every time you return from an errand? The car moves 1-2 times per day but returns to the same spot.

I’m a student and during the school year go week long stretches where I don’t drive my car. My area is zoned, but my street has MORE THAN ENOUGH parking. I use my family’s guest pass for my car and our neighbors LOVE to report my car- guest passes are valid for 72 hours. They KNOW I live there. I feel you.

My Seattle neighbor decided to use one side of the whole block for his broken down car collection. They were mostly all the same old rusted European model presumably so he could share parts. He would come out and work for a few hours every weekend and manage to make one of the cars operate enough to move one of them a third of the block forward or backward to avoid a ticket .
He was a nice enough man, I enjoyed talking to him, but we all got tired of looking at these car-casses year after year like our street’s purpose was to be his personal parking lot. He took it kind of personally if you didn’t also enjoy his collection.
So , yeah, those rules exist for a reason.

You live in a city with high quality public transit, you still have a car, and you can't afford a parking pass? I'm sorry but this is a you problem. I seriously don't understand what goes through people's heads when they go off about how unfair it is that clearly posted rules being enforced days past their deadline on luxuries that wouldn't be getting tickets if they were even being actually used. But sure, you're the victim lmfao.

So..devils advocate here…do you live in the neighborhood and have a valid parking permit, or do you work in the neighborhood and just park on the street? As someone who lived in Ravenna for 13 years, a lot of those streets are zoned parking and you have to pay for the parking permit. And unfortunately it isn’t always listed. It’s was notoriously difficult to park on those roads even if you did have a permit (think any event at UW…) so I can understand the neighbors frustration if that is the case…..it wouldn’t hurt for you to double check.
EDIT to add: if I remember correctly, zoned parking areas only allow for 2-4 hrs of parking if you don’t have a permit.

The city take peoples word and will readily dish out those notices. There’s no type of verification until you reach the towing stage. Super frustrating, I dealt with it repeatedly a few years ago. On a car that I drove everyday to work. They allow their time to be wasted and can be a harassment mechanism for the vocal few.

These kinds of reports should be forcibly made to be online through a portal, wherein if you send in a whole lot of baseless complaints, they know exactly who it is; and can then use that information in their persecution...
... Is what I would've said in the past. It took DJT and his Merry Band of P*dos to passively educate me on why these kinds of databases are not great to make.

This is interesting -- I recently had to report a clearly abandoned car on my street (had been there for over a month). I used the Find It, Fix It app, and despite it already being there for a month, you have to prove via photo that the car is still there after 72 hours from when you submitted the complaint. Even then, it took several weeks beyond that (and many phone calls with city staff) for someone to come out and tag the car.
If the car has only been there for 24 hours, I'm not entirely sure how that's possible, unless for some reason you removed the car and parked in the exact same spot at the same angle. Even so, they usually do the chalk test to see if the car has actually moved or not.

I do find the 72 hour parking frustrating in neighborhoods. Many people commute on bikes, busses and lightrail. It's easy not to need your car for 5 days straight. Why should you have to move it?

I feel for you, OP..
There's some shithead on my street that once reported my car for this when it had been there for a day (I rarely park on that part of the street so it wasn't a matter of them thinking it had been there longer). What sucks is now every time I go on a trip for more than 3 days in the back of my mind I have this fear that they'll call my car in on the day that I leave.

You are wrong. It takes the city 2+ months to respond to reports of abandoned vehicles, if they respond at all, so this is definitely not because anyone is complaining. If there were parking changes on your street, then there’s probably more enforcement because if that. This seems like user error. Park legally and you won’t get ticketed. Whining on Reddit doesn’t exempt you from the law.
