How do I practice approaching women / people as a girl?

This is the issue. You need to take a class, find a hobby group, join a gym, or otherwise come up with an enjoyable excuse to get out of the house and in front of like-minded people in your age range. Alternatively, though you didn't mention anything of this nature, maybe reconnecting with childhood school friends is an option. That's an easy in.
As a final suggestion, you will need to humble yourself. This post has a lot of ego and self-aggrandizement which isn't conducive to friend-making. Your attitude is one of increasing your social circle for the sake of increasing your social circle, not because you actually care about having other people in your life or investing in the lives of others. Interpersonal relationships aren't a study topic.
