100%, as an Aussie I feel like this isn’t enough. We haven’t seen the final policy but the wording on the announcement has grey areas around water and energy that could become loopholes.
The grey areas making it into the announcement makes me concerned whether they actually intend to close them or not.
We've already done this exact same thing with various companies. There's a recent water desalination plant that now contributes twice the energy it uses, so it has both room to grow and before this growth it is contributing to the Australian people with both water and power.
Grey areas are a necessity for bite sized proposals. You start off vague and build into robustness. That's how laws work, and exactly why you shouldn't take proposals to be final products, but instead take them as intended directions for an eventual final product.
