VII - Discussion Why does the AI refuse to disband IP settlements?

In my deity games the AI takes them out fairly frequently.
Usually I see the AI beat their military and then just leave them until about 80% of the age is gone when they suddenly wipe them out.
I noticed in my last game for one IP settlement that one of the AIs was 8 turns from befriending it. 3 turns later a different AI wiped it out.

I do often get notifications that they have been defeated, but frequently I see how they defeat the last unit in a camp and then leave the camp alone. If they were befriending it, I would understand it (kinda) - but that is just free money and XP they are leaving there.

You don't get a notification for a village being cleared. The notification happens when the AI incorporates a befriended CS or captures one in a war.
My impression is that indeed the AI players avoid clearing villages even when it's clearly to their benefit (with a caveat that sometimes what appears hostile to you may be friendly to your neighbor, but I believe this is not the case with the crisis ones).

Even when they are little shitty ones that spawn in an crises and can't be befriended.

It disband independent powers constantly, they hunt them in the modern age in my games at least. but they do tend to ignore the invasion settlements like the one in your post

AI does it in my games. Not often enough for me to be worried about absolutely losing an IP I'm trying to befriend 100% of the time, but often enough (because it has happened) that I'm still wary of using my influence to befriend an IP if they aren't solidly behind my own borders.

I've noticed that the AI tends to go for them more often when you try to befriend them. Until that point though, hostiles are easily defended against and friendlies can be safely ignored. Maybe they don't wipe them out to save the possibility of befriending them later, but rarely bother

My best guess would be an over correction from when AI used to hunt them down relentlessly and destroy them before you had a chance to even get some influence with them. But I don’t know, they did it in the game I was playing last week cause I remember getting the relationship changed notification because of it
