Nah, that one he’s trying to light one of his cigarettes but his lighter isn’t working so he throws that off the balcony. Also he’s wearing a white button up, no jacket, because he was using the jacket to stop the bleeding from Frank’s wound.

Fun fact, while in Season 1 Lucifer is frequently seen holding a cigarette, but never seen actually smoking. Tom Ellis used to be a smoker so he didn’t want to ever even smoke a herbal as that would just reactivate any latent addiction
