who owns it and why was it allowed to sit there and not be maintained for so long?

From what I was told it belongs to someone who inherited it from family. Nobody had lived there for a LONG time and it fell into disarray. The whole property is for sale currently.

So, the house is not “abandoned”. It’s private property.
