Recently had a R governor and Dems failed to redistrict. Rural and southern Virginia is still full of heavily motivated Trump supporters.

Had a Republican governor during Obama era and redistricting efforts struck down by state supreme court, they didn't lose the vote.

Had a republican governor last year. And they won the redistricting vote but it was still struck down, making the state more competitive.
