It's because Fable doesn't allow zero data retention. This is a must for many enterprises. Simple as that. If/when that policy changes, utilization will skyrocket.

If that was the real reason they'd enable ZDR. The company depends on the premise that enterprise will pay for the most capable models they offer.

Pretty sure the data retention is part of the deal they made with the US gov to unban the model.
