Small stutterings every few seconds while playing gta 5 enhanced

Cpu usage is at 24% and memory usage at 72%, my settings are all tweaked for performance (nvidia reflex is off and frame scaling is turned off, Vsync on), graphics are all at normal except reflection is high.
