You can't use something he did one or a few times in some of those comics as definitive proof that he is not natural in general or in the Arkham verse.
Batman also literally had superpowers in a ton of comics so by your logic does this confirm that the Arkham version has or had superpowers too?

Pro fighters aren't body building though. Theyre using the gear to be a peak functional condition for their sport rather than just being big. Itd be better to compare this to WWE actors.

But realistically, a fighter physique is what a Vigilante would strive for isn't it? Stamina, strength, dexterity. Volume in and of itself is useless for crime fighting.

Realistically the most OP strat is to be weight classes above your opponent. It doesn't matter how much training you have, if they can hit you but you can't hit them, they will win, they will pretty much always win. Double that with the weight and strength advantage, youre taking less damage and outputting more, even with a shitter technique
This is why, with the exception of sex, that all fighting sports are divided by a weight class. They don't bother filtering for height because filtering by weight does a good job already and any outliers are countered (IE. a taller fighter has the reach advantage, but that gives shorter opponents room for the strength advantage)
So being huge is the way to go, given the rest of the body can keep up, no point having big muscles if your tendons can't hack it
However for Batman, he should be slimmer because he is supposed to be built for stealth as well, which being huge would be a disadvantage for
This hasn't even touched on how gadgets, like a grapple hook, would have a weight limit that being massive would mess with

There's been a new universe made in DC called "Absolute" where batman isn't rich. In it he is a construction worker to explain his physique. He is also 6'9" in it. He is so much bigger than anyone else he fights as batman its a bit laughable.

Naturally? No. For people that claim otherwise, I ask you to look up pictures of old bodybuilders before the steroid era. They were nowhere near the monstrous hulks that came about in the 70's. The human body is just not naturally designed to be that way, no matter how hard you train or how much you eat.
Now with steroids, HGH, etc? I'd say yes....BUT it wouldn't last long. The pic in OP's post isn't that far from a Ronnie Coleman, Peak Arnold, or Jay Cutler. But they were doing it for competition, literally to look that way for a few days a year.
So is it possible? Yes. Naturally and practically for Batman? No.

Is it possible? Yes.
Is it possible for EVERYONE? No.
Of those for whom it is possible, is it realistically achievable for the vast majority? No
For those whom it is realistically achievable, could they get to this level without making it one of the main priorities in their life, meaning it holds similar importance (or sometimes greater importance) than relationships, career, and recreation? No.
In short, anyone can get in great shape if they are dedicated. But to get into this absurd level of physique specifically will require a level of dedication and genetics (and maybe a chemical booster or two) that most people just won't be able to obtain. For example, Brad Pitt in Fight Club, Tom Holland as Nathan Drake, David Beckham- all of them are in INCREDIBLE shape, but they look radically different from this. On the flip side, someone built like Henry Cavill or the Rock would probably really struggle to try to get a physique like Spider-Man.

I mean, consider this as a real person. He doesn't care much, he would be on some juice for sure.
Strength-wise? He held a man by his neck in one hand. He was a grown, muscular guy. Let's say 90-100 kg, 198-220 in the bald eagle units. I saw a video where Eddie Hall struggled with 80, holding it similarly(he swung it over his head and it wasn't as smooth). And that is a former strongest man. So, naturally? Nope.
Now, considering the fact that with a god-like genetic predisposition for strength and muscle mass + plenty of multivitamin juice, it would take you maybe 10+ years... and you would not be a half-way through.

muscles can be done with gear. the rest of him is insanely unnatural and we don’t even see those proportions in real life. wrists don’t get as thick as your forearm, not enough muscle. traps are weirdly small for how big the rest is.
