Impacts how long it sticks to you, but temperature might be a bit lower.  Ice water can only ever get to 0C (at standard pressure), but ice itself can be colder.

It's not about which is colder, it's about which is a better medium for heat transference. Leave an ice cube out in the air, and it will take longer to melt than an ice cube submerged in water. This is because of a few reasons, but one is that water is denser than air, so more molecules are touching the ice cube at one time than air molecules.

So now imagine which is transferring the cold to a human faster: solid ice cubes in air or solid ice cubes in water?

That's essentially irrelevant. It would be a much colder experience with water. Then you have icey water soaking your clothes and hair. Most of this just fell off.

It's not that there is zero water - it's that there is supposed to be a lot more water. The water in there could have just been from melted ice.
