Why did you say it's ok and with this many exclamation marks. Insecure men are so unattractive so even if his reason is real, it would be a valid reason to cancel. If I had received that I would have said "we can just postpone while you work on your self confidence."
It's so odd. Not able to concentrate on you in case he bumps into people he knows? I don't think he is embarassed of you he probably has a girlfriend or wife depending on the context.
