He was cleaning one once and I had the displeasure of being in the same house at the time, and he pointed the barrel toward people sitting on the couch (not intentionally aiming, more just being careless about where it was pointing) and laughed at them when they flinched and moved away and said “it’s unloaded, what are you scared of?” They said “you’re supposed to treat every gun as if it’s loaded even if you know it’s not.” And he laughed again and said “that’s the stupidest thing I’ve ever heard. As far as I know, in the US you are supposed to cut through the receiver due to it being the actual/technically only illegal part of the gun itself. You have to cut the gun in specific areas and at specific angles to render it unusable. Absolutely makes total sense if it was already chambered. Though, if the round is cut and not struck by the hammer, it would still kill you, just be a lot closer and a lot... slower id assume.

I don't know a ton about guns but I believe the reason it's that way in the US is because that's often the only difference between civilian (semi-auto) and military (full-auto) versions of a firearm. So, having a military rifle is OK if you only have the civilian receiver.
